Abstract

The creation of this modernization in the use of transportation in society has a number of rules that society itself may often violate when driving. There are many traffic violations that occur on public roads in Pekanbaru City, especially in the jurisdiction of the Bukit Raya Police. One of the violations is the rampant number of motorized vehicles that do not have a standard exhaust system or use racing exhausts, causing discomfort to fellow motorcyclists when crossing public roads and this violation raises public concerns. In Pekanbaru City, especially in the jurisdiction of the Bukit Raya Police The problems in this study are the first; How is the law enforcement against traffic violations in the use of racing exhausts on motor vehicles in the jurisdiction of the Bukit Raya Police?, the second; What are the factors causing traffic violations in the use of racing exhausts on motor vehicles in the jurisdiction of the Bukit Raya Police?. This type of research is an observational research type (Empirical sociological) by means of a survey, the research location is in the jurisdiction of the Bukit Raya Police. Respondents regarding this study include the Head of Traffic Police of the Bukit Raya Police Legal Area as many as 1 person and Racing Muffler Users of the Bukit Raya Police Legal Area as many as 10 people. The author uses 3 (three) data sources in this writing, namely Primary Data, Secondary Data, and Tertiary Data. The means of data collection applied is interviews. After the data is collected, both primary data and secondary data are then grouped with the main problems, then connected with other data using norms, theories and principles and analyzed, then the results of the analysis listed will be described in the form of an explanation (descriptive), and described in real terms according to the conditions of the objects found at the research location. The conclusion system regarding this research uses a deductive system/method, namely the form of conclusions and those that are general become specific The implementation of the law against traffic violations in the use of racing exhausts on private motor vehicles in the jurisdiction of the Bukit Raya Police is by issuing tickets and imposing strict sanctions such as fines or confiscation of the racing exhaust itself. There are 3 efforts made by the Bukit Raya Police Traffic Unit, the first is Pre-Emptive Efforts, Preventive Efforts (Prevention) and Repressive Efforts (Enforcement). The second is several factors such as law enforcers who are still minimal in number when patrolling the streets, the second is the legal community such as the influence of the teenage environment so that other teenagers use racing exhausts too, and the last is the legal culture, such as among teenagers using racing exhausts is common and commonplace so that the use of racing exhausts has become a culture in society so that many are influenced in the use of racing exhausts
