Abstract

Narcotics abuse has long been a serious problem in various countries, both developed countries and developing countries, unlike Indonesia. We know that the Narcotics problem is a problem that really attracts the attention of many groups, both government groups and the public. The main problem in this research is what are the factors that cause the emergence of criminal acts of Narcotics of the type of Shabu-Sabu in the jurisdiction of the Rumbai Pesisir Police and what are the obstacles to the Police in dealing with criminal acts protected by Narcotics of the type of Shabu-Sabu in the jurisdiction of the Rumbai Pesisir Police. This type of research is empirical legal research using observational or field research by means of direct surveys in the field. The type of data used in this research comes from primary and secondary data. Primary data was obtained through interviews. Meanwhile, secondary data was obtained from the results of library research. The nature of this research is analytical descriptive which provides an overview of a research object through the data that has been collected. Based on the research results, it can be understood that the factors that cause the emergence of criminal acts of narcotics abuse of the type of methamphetamine in the Rumbai Pesisir legal area are divided into 2 factors, the first is an internal factor or comes from within the perpetrator, which can specifically be said to be a factor that only exists within perpetrator himself. The two factors are external factors or originate from outside the perpetrator, where these factors can generally be referred to as external factors that cause criminal persecution. As well as the police's obstacles in dealing with the crime of protecting narcotics of the type methamphetamine in the Rumbai Pesisir jurisdiction, namely the lack of awareness of the general public regarding their role in efforts to prevent and eradicate narcotics protection, then the counseling carried out so far among the community, especially teenagers, has paid little attention to the conditions of the target, Program Narcotics prevention and rehabilitation has not yet reached rural areas and the most serious problem is the existence of elements of corruption and collusion in handling narcotics cases.
