Abstract

The implementation of the Pacu Jalan Festival, which is the cultural identity of the people of Kuantan Singingi Regency, often presents problems related to unreasonable ticket pricing or grandstand rentals. Setting high prices carried out unilaterally by certain parties has created an economic burden for people who want to enjoy the event, giving rise to potential violations of consumer rights as regulated in Law Number 8 of 1999 concerning Consumer Protection. This condition creates injustice for local communities and visitors from outside the region, who should be able to enjoy this cultural festival in a more transparent and affordable manner. Based on the background, the formulation of the problem that arises is: First, how to protect consumers against unilaterally setting prices for racing festival tickets which result in losses. Second, what is the form of responsibility of business actors for unilaterally setting the price of race track festival tickets which results in losses. The research was carried out using an empirical approach, an approach carried out by examining theories, concepts and statutory regulations related to this research and also by looking at the facts in practice in the field with the aim of seeing the reality or facts which is concrete regarding the protection given to visitors against business actors who unilaterally determine the price of track racing festival tickets. Based on the results of the research and the author's discussion, consumer protection regarding one-sided pricing of race track festival tickets is carried out by providing transparent festival ticket price information, avoiding illegal fees, and providing fair service to every visitor who comes. Forms of responsibility of business actors in determining prices for track festival tickets individually is by refunding visitors' money, creating a complaint and suggestion box for visitors, and collaborating directly with the government.
