Abstract

ABSTRACT Law enforcement. The police as one of the law enforcement officers responsible for law enforcement have the task of enforcing the law, one of which is against acts of domestic violence, by carrying out investigations and providing protection to victims of domestic violence. The police are at the forefront of handling domestic violence cases. , namely carrying out law enforcement as regulated in Article 13 of Law Number 2 of 2002 concerning the National Police of the Republic of Indonesia. The main problem for this thesis researcher is what is the law enforcement process for crimes of domestic violence in Sub-Directorate IV of the PPA Discrimum Unit of the Riau Police and what are the obstacles faced by SubDirectorate IV of the PPA Discrimum Unit of the Riau Police in resolving crimes of domestic violence? in the jurisdiction of the Riau Regional Police. The type of legal research method that researchers use in their thesis research is empirical legal research, which in other words is sociological legal research where this research is carried out directly in the field. With the nature of the research, namely analytical descriptive, this method is used to see the legal reality that exists in society. Based on the results of the research, the author found that law enforcement carried out by PPA investigators from the Riau Regional Police is that if there is an offense complaint, the investigator will assist in the process of determining protection as in Article 15 of the Law on the Elimination of Domestic Violence, as well as conducting interviews with Victims and also witnesses, as well as asking for statements from the perpetrators and the obstacles experienced by the PPA Polda Riau Police in dealing with the resolution of crimes of domestic violence, including constraints on evidence, inappropriate interview times with witnesses, victims being difficult to contact. , Victims were emotional and the case went viral in the media, families of victims and perpetrators who could not be questioned, victims were late in reporting resulting in loss of evidence, there were SOPs that had to be followed, and filing took around 2 months.
