Abstract

Narcotics are a big problem in Indonesia, especially among students. Abuse continues to increase with complex motives and networks. Individual factors, the environment, and the availability of narcotics play an important role. Kampar Police reported handling 165 cases with 217 suspects in 2023. Law enforcement starts from reports and information. BNN participates in drug case investigations with arrests being made up to three times in 24 hours. This research aims to determine the factors that cause shabu-type narcotics crimes in the jurisdiction of the Kampar Police and the efforts of law enforcement officials in enforcing the law against these crimes. The benefits are increasing literacy about narcotics crimes, providing useful information to readers, and it is hoped that it can reduce cases of shabu-type narcotics crimes in the jurisdiction of the Kampar Police. This research uses empirical sociological methods which use empirical data from human actions and attitudes, both from interviews and direct observation. The type of research is descriptive analysis which describes the harmony between theory and practice with primary data regarding Law Enforcement Against Perpetrators of Narcotics Crime Type Shabu in the Legal Area of the Kampar Police. This method is important to obtain reliable results. Kampar Regency is one of the governments in Riau Province which was founded in 1950. With an area of 27,908.32 km2 and a population of around 750,000 people, Kampar has cultural ties with Minangkabau. The main challenge facing the region is drug trafficking, particularly impacting the young population. The Kampar Police are active in drug prevention through education, community involvement and law enforcement in accordance with the National Narcotics Law no. 35 of 2009.
