Abstract
This research was motivated by the discovery of expired agricultural products obtained from the Agricultural Shop in Pangkalan Kerinci and which were still being distributed by these business actors, resulting in losses to consumers. This is a violation committed by business actors against consumers because they do not fully carry out their obligations and do not fulfill consumer rights, so this is contrary to Law Number 8 of 1999 concerning Consumer Protection. From the background, the author can formulate two main problems. First, what is the legal protection for consumers for seeds and agricultural medicines that have expired according to Law Number 8 of 1999 concerning Consumer Protection. Second, what is the responsibility of business actors for seeds and agricultural medicines that have expired? The type of research used in this research is research using the field research method, namely going directly into the field using data collection tools, namely interviews. Meanwhile, its nature is descriptive, namely the author tries to provide a systematic picture of consumer protection for expired seeds and agricultural medicines in Pangkalan Kerinci City. From the research results, it is known that the implementation of legal protection for consumers is not going well. This is proven by the many consumer rights that are not fulfilled by business actors at Agricultural Shops in Pangkalan Kerinci City, some consumers are not aware of this and do not know about this. Based on the research results, it can be concluded that many consumers experience material and immaterial losses to agricultural seeds and medicines from business actors, due to a lack of supervision by the government and related agencies in protecting consumer rights. Furthermore, the inhibiting factor is the lack of awareness of consumers regarding their rights as consumers and the actions of business actors who take advantage of consumers' ignorance of their rights to gain profits from their business.
