Abstract
ABSTRACT There are still many cases in Indonesia that threaten children's safety, such as child trafficking, violence against children, murder and child molestation. One of the cases that is rife in Indonesia is child molestation. One of the cases of sexual abuse that occurred was a case of sexual abuse that was reported to the Tanah Datar Police, namely a case of sexual abuse committed by a minor. To protect the rights of Indonesian children, the government has established UUPA and UUSPPA so that the rights of children who are in conflict with the law can remain protected. The main problem of this research is how to enforce criminal sanctions against perpetrators of sexual abuse committed by minors in the Tanah Datar Police Area and what obstacles are experienced when enforcing criminal sanctions against perpetrators of sexual abuse committed by minors in the Tanah Datar Police Area. The research method used in this research is empirical legal research or what is called field research, namely examining applicable legal provisions and what actually happens in society with the nature of analytical descriptive research. The results of this research indicate that the Tanah Datar Police have carried out investigations into criminal acts of sexual abuse committed by children against children smoothly. Meanwhile, the obstacles experienced include 1) the nature of the perpetrator, family and victim themselves. 2) Obstacles in the way perpetrators, witnesses and victims convey information which is sometimes difficult to interpret or is long-winded. 3) It is difficult to find evidence because the special area of Tanah Datar still has many hilly areas. 4) There are victims and their families who do not want to report criminal acts of child abuse. 5) There are times when the suspect runs away, making it difficult for the police to trace the suspect's whereabouts because the perpetrator no longer lives at the actual address.
