Abstract
The violation of illegal motorbike racing is any person who drives a motorized vehicle racing or competing at speed on the road in a disorderly manner, without a valid permit, and hidden from the authorities. This violation is not only committed by adults but also minors of elementary, middle and high school age. Based on data obtained from the Pekanbaru Police, it can be seen that the number of illegal motorbike racing perpetrators in the Pekanbaru Police Legal Area increases every year. The main problem in this research is what are the factors that cause efforts to enforce criminal law against illegal motorbike racing carried out by minors in Pekanbaru City, as well as what are the police efforts in enforcing criminal law against illegal motorbike racing carried out by minors in Pekanbaru City . This research uses empirical/sociological research methods, using observation research or field research by surveying directly in the field, to collect primary and secondary data obtained from respondents either through interviews or the results of library research to be used as data or information as material for writing research. This. Based on the research results, it was concluded that the factors causing criminal law enforcement efforts against illegal motorbike racing carried out by minors in the city of Pekanbaru were road safety, crime prevention, child protection, law enforcement and community protection. Meanwhile, the police's efforts to enforce criminal law against illegal motorbike racing by minors in Pekanbaru City are not in accordance with the provisions of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. Enforcement of all legal processes is carried out in accordance with operational standards for adult perpetrators, the implementation of illegal racing action does not look at age, does not look at social status, does not look at time, does not look at anything. So there is no distinction between the juvenile justice process and the adult justice process. Keywords:
