Abstract

Children are a trust and gift from the almighty god in whom there is inherent dignity and worth as a complete human being. Abuse of narcotics by children is currently a concern for many people, explained in law number 35 of 2014 concerning amendments to law number 23 of 2002 concerning protection children need to pay attention to law enforcement officials in implementing punishment for children who are perpetrators of narcotics crimes. Therefore researchers are interested in conducting thesis research entitled legal protection for children as narcotics abusers in the jurisdiction of the Pelalawan Police. There are two main problems in this research and those raised in this research are what form of legal protection there is for children who abuse narcotics and what are the obstacles in providing legal protection for children who abuse narcotics. The type of research used by researchers is empirical or sociological and is descriptive analysis, where this research method is a method that will be used to study, analyze, research and collect more precise data to make it easier for researchers to answer the main problems they want to study. From the research result it was found that legal protection for children from narcotics abuse is carried out if the police conduct an investigation and find evidence, then the process of arresting children continues but is added to the juvenile criminal justice system and child protection laws and this becomes an obstacle in providing protection for children from narcotics abuse. Namely, what is very difficult to deal with is that at the police level there is no special room for child detention and asking for assistance from BAPAS is hampered because the BAPAS in pelalawan does not exist.
