Abstract

POLICY IMPLEMENTATION OF REGULAR SALARY INCREASE SERVICES USING AN INTEGRATED APPARATUS MANAGEMENT SYSTEM (SMART) IN EDUCATION AND TRAINING PERSONNEL AGENCY, KUANTAN SINGINGI DISTRICT ABSTRACT By RONNY TRIANDI Smart Kuansing is a staffing service application initiated by the IT staff of the Communication, Information and Encryption Office, which is then entrusted with the use of the application to the Education and Training Personnel Agency who carry out the duties and functions of staffing services. The background that became the initial formation of this application was to anticipate paperless-based online services, so that ASNs who need services only need to upload scanned supporting files to the Smart Kuansing application. The purpose of this research is to analyze implementation and to analyze the inhibiting factors for the implementation of service policies. regular salary increases using an integrated apparatus management system (Smart Kuansing ). The type of research in this research is descriptive qualitative. Informants in this study amounted to 9 people with the Head of BKPP Kuansing Regency as key informants. Data collection techniques using interviews, documentation, and observation. Data analysis uses an interactive model according to Miles and Huberman. This study concludes that the implementation of KGB service policies using Smart Kuansing is not implemented based on indicators, communication, resources, dispositions, and bureaucratic structures.
