Abstract

The problem raised in this research is the use of school operational assistance funds, especially to improve the quality of education, where the management of funds at SD Negeri 169 Pekanbaru is considered insufficient to meet the school's needs. The aim of this research is to analyze the effectiveness of the use of operational assistance funds. school at state elementary school 169 Pekanbaru, Marpoyan Peace subdistrict, Pekanbaru City. And to find out how effective the boss's fund management is at the Negri 169 Pekanbaru Elementary School and what are the obstacles and constraints faced by the Negri 169 Pekanbaru Elementary School in using school operational assistance funds. In carrying out this research, researchers used empirical legal methods, which are methods for exploring and understanding the meaning that a number of individuals or groups of people ascribe to social or humanitarian problems by conducting interviews and conducting questionnaires with several parties. Based on the results of this analysis, the researcher assesses and concludes that the use of operational assistance funds at the Pekanbaru 169 primary school is not fully adequate. This is confirmed by the results of observations in the field that the condition of the school is still difficult to budget for because the number of students does not match the funds provided. It is accepted that it is difficult for schools to report the actual use of funds because they use applications that keep changing every moment. The conclusion of this research is that the use of boss funds has not been utilized optimally where the inhibiting factors are funds that do not match the number of students and difficulties in budgeting and reporting because the application provided by the government is not yet complete. Suggestions for researchers who are interested in the issue of using boss funds to carry out research by raising the same problem because current research in general has not yet obtained the expected answer.
