Abstract
COLLABORATIVE GOVERNANCE IN THE IMPLEMENTATION OF SUSTAINABLE DEVELOPMENT GOALS (SDGs) IN INDRAGIRI HILIR REGENCY ABSTRACT TRIMARTHA LAILA QADARSIH Sustainable Development Goals (SDGs) is a program or agenda for sustainable development at the global, national and regional levels that has 17 goals that must be achieved. SDGs have the principle that no one will be left behind which is universally applied, integrated and inclusive to achieve the goals and targets of SDGs. This research discusses collaborative governance on the implementation of SDGs in Indragiri Hilir Regency based on the theory used by Ansell and Gash (2007). The method used in this research is a qualitative method with a descriptive approach. Research informants were selected using purposive sampling technique. The data used in this study were collected through interviews, observation and documentation with triangulation analysis method. The results showed that the collaborative governance process between stakeholders in the implementation of SDGs was not optimal. This is evidenced by the initial condition indicators where understanding of SDGs and cooperation between stakeholders is still lacking. Institutional design indicators are already quite good because there are rules and collaboration forums formed, but participation has not been felt. Leadership indicators where Bappeda Indragiri Hilir Regency as a facilitator in facilitating collaborative space for the implementation of SDGs still does not touch all stakeholders. Furthermore, seen from the collaboration process where face-to-face dialog is less implemented and commitment, trust and common understanding between stakeholders are still difficult to grow. There are several inhibiting factors that are the reason collaborative governance on the implementation of SDGs in Indragiri Hilir Regency is not optimal, namely the lack of socialization, the dominant role of the government, the difficulty of integrating and aligning the programs of all stakeholders and the lack of data availability.
