Abstract

Infrastructure development serves as a service to meet the basic needs of society and supports the national economy through road and bridge infrastructure as the primary means of transportation. Transportation is indeed necessary for everyone because transportation is required to carry out any activity. Since the population is growing very quickly, the more traffic activity there is, the higher the accident rate. The government, as the manager of the country, must provide adequate conditions for the creation of a prosperous country. This is consistent with the 1945 Constitution, which provides every citizen with guarantees and protections to achieve prosperity. It cannot be denied that people now really need protection, that is, insurance. Therefore, the government should be responsible for providing insurance companies that can serve the public. Accidents can happen anywhere, be it a big city or a small town, and Pekanbaru is one of them. The formulation of the research questions of this work includes, firstly, the implementation of guarantees from insurance companies to provide costs and compensation to victims of traffic accidents in Pekanbaru city. Second, factors that prevent traffic accident victims in Pekanbaru City from paying fees and compensation. The writing method of this work is normative empirical research, and the field research is carried out through interviews with insurance companies directly related to the issues raised in this work. The results of the study show that insurance companies implement guarantees, PT. Community services in Raharja Pekanbaru In providing costs and compensation to traffic accident victims, there are still many who do not comply with the provisions stipulated in Minister of Finance Regulation Number 16 of 2017. The inhibiting factors that occur can be divided into two, namely internal factors. and external factors.
