Abstract
THE STRATEGY OF ISLAMIC SERVICES AT INDONESIA WAQF AGENCY OF RIAU PROVINCE TO CREATE WAKIF LOYALTY IN WAQF RISPA MUSLA DEWI 172310192 This research was motivated by the intense competition among Islamic financial institutions, especially in the management of endowment funds (waqf). Waqf serves as a Sharia financial instrument that played a role in developing funds and assets to maximize their utilization for the welfare of the community. The Indonesian Waqf Agency, represented in the Riau Province, was one of these institutions responsible for managing wakaf funds and assets. The aim of this research was to understand the Islamic service strategies employed by the Indonesian Waqf Agency in the Riau Province to foster the loyalty of wakif (those who make a waqf) in their endowment activities. The subject of this research was the Indonesian Waqf Agency in the Riau Province, with the object of study being the Islamic service strategies to enhance wakif loyalty. The research adopted a field research approach, utilizing qualitative descriptive research methods. Data sources included both primary and secondary data, and data collection methods comprised observation, interviews, and documentation, with qualitative data analysis methods applied. The findings of the research revealed that the Indonesian Waqf Agency employed the CARTER theory developed by Othman and Owen in its Islamic service strategies. The dimensions of CARTER were implemented by the Indonesian Waqf Agency through Standard Operating Procedures (SOP) and National Professional Certification standards (SKKNI), providing assurance of the competence of selected administrators, staff, and nazhir (caretakers). To enhance their service capabilities, the Indonesian Waqf Agency facilitated various training programs for staff and nazhir to improve their respective skills. The provided conveniences and appreciations from the Indonesian Waqf Agency towards wakif cultivated a sense of empathy among wakif towards the institution. Through these efforts, the Indonesian Waqf Agency successfully fostered wakif loyalty, effectively implementing the CARTER theory.
