Abstract

The election of women to participate in political institutions is a rare thing. Women who run for office are in the public spotlight, because there are very few and there are obstacles to moving to become part of political participation, as well as the low representation of women in political institutions. Women's political participation is a voluntary activity carried out by women as a form of representation for the protection of women's rights and the development of the potential possessed by women. The low number of women's representation in parliament was tackled by introducing affirmative action policies issued by the government both in the party's management structure and in the candidate lists to ensure the realization of the number of women's representation in every political activity. The problems in this research are: First, How are the Elections of Women Legislative Candidates in the Elections in Rokan Hulu Regency in 2019. Second, What are the Constraints in the Election of Women Legislative Candidates in the Elections in Rokan Hulu Regency in 2019. This research uses the empirical sociological legal research method, namely by conducting direct interviews with respondents or data sources at research locations that are descriptive analysis in nature. The research data collection technique uses interviews with parties related to the overall problem of this research. The results of this study conclude that: First, the electability of women legislative candidates in the 2019 elections in Rokan Hulu Regency, judging from the available data, the proportion of women elected as Legislative Members in the Rokan Hulu Regency DPRD has decreased. Second, the obstacle in the selection of female legislative candidates in the 2019 elections in Rokan Hulu Regency is the first is the internal factor of women which is indicated by the low and limited motivation of women to improve themselves to progress. The second is the external factor of women which is influenced by the factor of lack of political education, the lack of participation of other women in the political sphere because of the strong paradigm of men in society who think that women are better suited to be at home taking care of their children and husbands.
