Abstract

ABSTRACT The circulation of narcotics, especially crystal methamphetamine, will have very detrimental consequences for individuals and society, especially the younger generation, and can even cause greater danger to the lives and cultural values of the nation which will ultimately weaken national resilience. Drug trafficking is increasingly widespread and it is felt that the existing market has expanded to various regions, such as the Tapung Hulu jurisdiction, Kampar Regency as one of the areas that is a drug market. The many arrests or raids carried out by the Tapung Hulu Police narcotics unit have not deterred perpetrators, whether producers, dealers or users, from stopping dealing in drugs. This can be seen from the data obtained from the Tapung Hulu Police from year to year where drug cases are quite high. The formulation of the problem in this research is how members of the Tapung Hulu Sector Police try to deal with the abuse of methamphetamine narcotics in the Tapung Hulu Legal area of Kampar Regency, and what factors hinder the Tapung Hulu Sector Police in handling methamphetamine narcotics abuse in the Tapung Hulu Regency Police Legal area. Kampar. The type of research used in this research is sociological research or observational legal research (non-doctrinal), this research was conducted in Tapung Hulu District. The research data collection technique involves interviews with parties related to the overall problem of this research. The data analysis used is a qualitative technique using deductive inference. From the results of the research, it was found that efforts to overcome the criminal act of trafficking methamphetamine in the Tapung Hulu Police Legal Area are through three efforts, namely Pre-emptive (development), Preventive (prevention) and Repressive (enforcement). The factors that hinder the Tapung Hulu Sector Police in handling the abuse of crystal methamphetamine in the Tapung Hulu Police Legal area, Kampar Regency, are community factors, law enforcement, facilities and infrastructure, the economy, and the organized distribution of narcotics, especially the organized type of crystal methamphetamine.
