Abstract
The criminal act of falsifying land certificates is one of the sources of land problems in Indonesia, as well as a crime that is contrary to public order. As a criminal act, falsifying land certificates is a form of deviant behavior as well as a real threat or threat to social norms that disrupt social order and security, so efforts are needed to overcome this. The police, in this case, have an important and central role in carrying out crime prevention efforts. This cannot be separated from the mandate of Law Number 2 of 2022 concerning the Police of the Republic of Indonesia. The main problem in this research is what factors cause falsification of Property Rights Certificate documents in the Pekanbaru Police area and what are the Police's efforts to tackle falsification of Ownership Certificates in the Pekanbaru Police area. The type of research used is included in empirical research. Empirical Legal Research is a legal research method that uses empirical facts taken from human behavior. Meanwhile, judging from its nature, this research is descriptive in nature. Factors that cause falsification of ownership certificate documents in the Pekanbaru Police area. Someone committing the crime of falsifying land certificates is influenced by several factors, namely the desire to own the land, the feeling that the land belongs to him, to invalidate other people's rights to the land and personal interests in it. and Low level of education; and the existence of weaknesses in BPN in terms of administrative processes and police efforts in dealing with counterfeiting of property rights certificates in the Pekanbaru Police area, efforts to overcome or minimize the number of crimes involving embezzlement of land rights in Pekanbarua City." There are at least 3 (three) countermeasures carried out by the Pekanbaru City Police to prevent the occurrence of the offense of falsifying land ownership certificates. And the author divides these efforts into 3 (three) efforts, namely Pre-emptive Efforts, Preventive Efforts and Repressive Efforts
