Abstract
Gambling poses a real or potential threat to social norms and can disrupt public order. Thus gambling can damage the morals of someone who does it. Therefore, gambling must be dealt with firmly so that it can have a deterrent effect on the gamblers. In essence, gambling is contrary to the religion of decency and Pancasila morals. One of these firm efforts is a criminal law enforcement policy approach. Moreover, the crime of gambling has developed along with technological developments, namely online gambling. Online gambling can be done by using gambling chips which act as substitutes for money (digital money) which players can use as gambling betting money. Therefore, there is a need for law enforcement against criminal acts of online gambling, especially for online gambling chip dealers who provide facilities to gamblers so that online gambling cases can be handled by police officers. The main problem in this research is how to implement law enforcement against online gambling chip dealers in the jurisdiction of the Kampar Police and what factors inhibit criminal acts against online gambling chip dealers in the jurisdiction of the Kampar Police. The research carried out is an empirical legal research method using a survey method directly in the field, to collect primary and secondary data obtained from respondents either through interviews to be used as data or information as material for writing this research. Based on the research results, it can be understood that the law enforcement carried out by the Kampar Police regarding criminal acts of online gambling is preventive and repressive against perpetrators of online gambling chip dealers. Meanwhile, obstacles in law enforcement against online gambling bookies are caused by law enforcement officers who lack expertise, inadequate facilities and infrastructure, and a community that does not support law enforcement in the Kampar area.
