Abstract

Law enforcement is the process of making efforts to enforce or function real legal norms as guidelines for actors in traffic or legal relations in social and state life. Law enforcement of the crime of transporting forest products without having a legal certificate of forest products is still not able to run optimally because from year to year the crime of transporting illegal wood is still carried out by irresponsible parties. The main problem of this research is how is the implementation of law enforcement against perpetrators of transporting forest product wood without a legal certificate of forest product at the Pelalawan Police. What are the obstacles faced by the Pelalawan Police in enforcing the law against perpetrators of transporting forest product wood without a legal certificate of forest product. The research was conducted using observation, interviews, documentation and literature study methods. The population in this research is the Pelalawan Police. Data collection techniques in this research used interviews, documentation and literature study. The data analysis technique in this research uses descriptive analysis. The results of this research show that the Pelalawan Police have carried out optimally, where investigators collaborate with Perhutani officers to arrest the suspect, then secure the evidence, carry out checks at the scene of the illegal logging case, then carry out further filing processes, from examining the suspect, checking Witnesses, the evidence process is at the investigation level, until the case is transferred to the Pelalawan District Prosecutor's Office. The obstacles faced by the Pelalawan Police in enforcing the law against perpetrators of transporting forest product wood without a legal certificate of forest product are that the provisions of forestry criminal law cannot yet touch intellectual actors, it is difficult to prove forestry crimes, the scope of the formulation of offenses and criminal sanctions is still narrow, compensation is not determined. ecological losses, weak coordination between law enforcers, obstacles in the confiscation process, and minimal law enforcement facilities and infrastructure
