Abstract
This research examines the problem of illegal online loans that cause losses to society and the government. This is motivated by the many cases circulating in the community. The growth of illegal online loans has fluctuated from year to year. Illegal online loans have easy procedures when compared to borrowing procedures at banks so they become attractive and in demand by the public. Generally, economic factors are the reason for borrowing from illegal online loans. In billing, the victim received threats of terror and verbal violence. This study aims to discuss the role of the victim in the occurrence of crimes committed by illegal online loans. This research will be analyzed using the Criminal Function Relationship theory. The research method used in this research is qualitative research by conducting interviews with victims. The results of the study concluded that victims play a role and have behaviors that provoke perpetrators to commit crimes, namely borrowing from illegal online loans and paying debts late. Referring to the Criminal Function Relationship theory, victims are categorized as Provocative Victims. Losses incurred such as stress, anxiety, and misuse of personal data. In addition, there are indirect victims, namely the victims' relatives.
