Abstract

Lapas is a Technical Implementation Unit under the Directorate General of Corrections of the Ministry of Law and Human Rights (some time ago the Ministry of Justice). The results of the observations revealed several problems related to Overcrowded Correctional Institutions as a Potential Driving Factor for the Birth of Recidivists (Studies in Class II A Pekanbaru Correctional Institutions), namely the Condition of Class II A Pekanbaru Correctional Institutions which are overcrowded, There are still recidivists after being released but return to Class II A Pekanbaru Correctional Institution because committing crimes again. The lack of construction of prison rooms in Class II A prisons in Pekanbaru. This study aims to find out the efforts of the Pekanbaru Class II A Correctional Institution in dealing with overcrowding so as not to give birth to recidivists. This research uses the type or method of qualitative descriptive research. The author in this study took data sources from interviews conducted with several informants, namely the Head of the Pekanbaru Class II A Correctional Institution, the Pekanbaru Class II A Correctional Institution Officer, and the Pekanbaru Class II A Correctional Families. Based on research conducted on the efforts of Pekanbaru Class II A Penitentiary in overcoming overcrowding so as not to give birth to recidivists, it can be concluded that it consists of a formal form, namely giving remissions to prisoners both ordinary and recidivist inmates, providing guidance in the form of personality development and fostering independence, providing opportunities Conditional leave for convicts returns to their families. From an informal perspective, it consists of collaborating with other institutions and emphasizing recidivists.
