Abstract

The existence of MSMEs has been the source of life for most of the Indonesian people. But in reality, MSMEs are still not able to realize their capabilities and roles optimally in the national economy. This is because MSMEs are still facing various obstacles and constraints, in particular the limited working capital. Business capital is considered quite important considering the need for working capital financing and investment is needed to run a business and improve the business being run The problem of this research is How to Implement Business Development and Investment of Micro, Small and Medium Enterprises in Pekanbaru City Based on Pekanbaru City Regional Regulation Number 2 of 2018 concerning Empowerment of Micro, Small, and Medium Enterprises, and What Are the Obstacles in the Implementation of Business Development and Investment of Micro, Small and Medium Enterprises and Medium In Pekanbaru City. The research method, namely sociological or empirical legal research, is research on legal identification and legal effectiveness in social dynamics, while its nature is descriptive. The results of the study revealed that the Implementation of Micro, Small and Medium Enterprises Business Development and Investment in Pekanbaru City Based on Pekanbaru City Regulation Number 2 of 2018 concerning Empowerment of Micro, Small, and Medium Enterprises is not yet running optimally because MSMEs have not developed and have decreased since covid 2019 and this also affects the level of investment which is less and unstable because the market share has also decreased even though the government has carried out socialization and guidance as well as providing motivation and follow up by providing assistance to business actors but only some business actors continue to run their business, and Obstacles in the Implementation of Development Business and Investment of Micro, Small and Medium Enterprises in Pekanbaru City is an obstacle from the government due to the lack of budget and limited human resources to develop this MSME business. Currently, the Pekanbaru City government only has 3 assistants for cooperatives and MSMEs, while MSME business actors are scattered throughout the Pekanbaru City area, while the business actors are constrained by capital, the business being carried out is not in accordance with market share, lack of ineffective marketing due to poor MSME management. professionalism, and the difficulty of registering because MSME business actors must register their MSME applications with the cooperative government.
