Abstract

Demonstration is an action carried out by several people or carried out in groups to carry out a movement against the existence of a policy and then the action is carried out in public, students are elements of society who often carry out these actions and not infrequently the demonstrations that are carried out end up in violence, as was the case in the demonstration by Riau students against the omnibus law policy in front of the goverment Riau province building which also led to acts of violence that sparked riots. By using qualitative methods and descriptive approaches and involving research informants consisting of students, criminologists, the police and the community, it resulted in violence occurring between students and police officers, based on conflict theory and the spiral of violence. The emergence of violence in demonstrations was caused by an impasse that obtained by students in the context of communication which then led to feelings of disappointment and rebellion and then this was responded to by the police in various ways that were considered by students to be rude and then this triggered violence.
