Abstract

The number of traffic violations in Indonesia is very high, especially in big cities like Pekanbaru, so better law enforcement is needed. In the current era, the digitalization process has penetrated every process of people's lives, even in law enforcement processes such as the electronic ticketing program. It is hoped that the existence of this electronic system will facilitate state apparatus services to the public. In Pekanbaru itself, electronic ticketing has been implemented since 2022, with traffic violations occurring in the jurisdiction of the Pekanbaru City Police. The problem formulation in this research is how to implement the electronic ticketing program policy in the jurisdiction of the Pekanbaru City Police and what are the obstacles in implementing the electronic ticketing policy in the jurisdiction of the Pekanbaru City Police. The type of research method used is the empirical legal research method. This method was carried out by researchers conducting interviews with the Pekanbaru Police traffic unit and members of the Riau Regional Police's traffic police unit along with violators who were affected by the Electronic Ticketing system. The implementation of the electronic ticketing policy program in the jurisdiction of the Pekanbaru City Police has gone quite well in achieving its goal or target, namely creating safe and comfortable Pekanbaru city traffic in order to increase drivers' awareness of orderliness when driving. Then it was found that there were 3 (three) obstacles in implementing the electronic ticketing policy program in the jurisdiction of the city of Pekanbaru, namely facilities and infrastructure obstacles, community obstacles and cultural or customary obstacles.
