Abstract

The penitentiary system adopted by Indonesia is regulated in Law no. 12 of 1995, this is the implementation of imprisonment, which is a juridicalphilosophical change of idea from the prison system to the correctional system. The prison system, which places great emphasis on the elements of revenge and imprisonment, is gradually seen as a system and facility that is not in line with the concept of social rehabilitation and reintegration and is an absorption and an integral part of the values contained in Pancasila and the Basic Law. 1945. Based on the results of observations, the arrangement of the coaching program for prisoners at LAPAS class IIA Pekanbaru still has deficiencies such as facilities and infrastructure, the number of officers who are still not proportional to the number of prisoners, limited funds, limited quotas for the number of prisoners who receive guidance and the difficulty of finding a third party to participate in the self-help development program, Based on this phenomenon, this study determines 2 main problems, namely: First, how is the implementation of the Prisoner's Independence Development in Class IIA Penitentiary in Pekanbaru? Second, What are the Efforts and Obstacles in Implementing Convict Independence Development in Pekanbaru Class IIA Correctional Institution? This research is included in the normative juridical and empirical juridical research groups. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has an object of study regarding fostering independence in Class IIA Pekanbaru prisons. The results of the study: First, the implementation of self-reliance coaching for prisoners at LAPAS class IIA Pekanbaru is a coaching process that includes coaching planning, coaching implementation, and coaching evaluation. In the implementation of personality development, it is divided into three, namely spiritual development, intellectual development, and physical / physical development. While fostering independence or life skills, in practice not all convicts are given guidance such as illegal logging, Nacotics crimes, corruption crimes, which are considered a serious crime and are vulnerable to being considered to have a high risk if unwanted things happen. The obstacles encountered in the coaching process lie in internal factors such as communication among prisoners, building facilities, human resources (HR), welfare of officers, budget and external factors such as the economy, education, family environment, social environment, lack of interest in prisoners participating in the program. guidance and external factors, namely the role of society and government is needed.
