Abstract
The city of Pekanbaru is the largest economic center on the island of Sumatra and is a city with a high level of growth, migration, and urbanization, causing an increase in criminal acts of theft committed by children in certain ways or circumstances that have aggravated legal sanctions. The formulation of the problem in this research is directed at examining how law enforcement is carried out against children as perpetrators of criminal acts of theft with weights in the jurisdiction of the Polresta Pekanbaru and also to find out what are the obstacles in enforcing the law against children as perpetrators of criminal acts of theft with weights in the jurisdiction of the Pekanbaru Police. The type of research used in this research is Empirical/Sociological Legal Research, which is a research method that uses a field study approach to produce a systematic picture of an event. The results of this research are a series of law enforcement processes against children as perpetrators of criminal acts of theft with weights in the jurisdiction of the Polresta Pekanbaru, which has carried out case resolution using diversion efforts as a form of implementing restorative justice based on the mandate of Law Number 11 of 2012 concerning the Juvenile Criminal Justice System. The Polresta Pekanbaru are faced with several obstacles in carrying out law enforcement against children as perpetrators of criminal acts of theft with weights, including the Legislation itself which is no longer sustainable with the needs of the legal community, inadequate law enforcement facilities, and infrastructure to support law enforcement, the parent factor as the main figure in the direction of the child's growth and development, and the community factor where the law applies.
