Abstract

This study aims to determine the Village Fund Allocation Management in Community Empowerment in Lembah Gading Dusun Village, Pasir Turtle District, Indragiri Hulu Regency. The type of research used is qualitative with descriptive research type. The informant withdrawal technique in this study used a purposive sampling technique, totaling 8 people consisting of key informants and informants. Technique data collection used is observation, interviews number of informants and documentation. The results of this study as a whole, the Gading Dusun Valley Village Government as a whole has carried out its role well in community empowerment efforts. The implemented program is considered effective but not maximized, this is because the impact or results of the program have not been felt by the village community significantly. Village Fund Allocation Management (ADD) using the POAC method has been implemented entirely by the village government of Lembah Dusun Gading. Although there are many deficiencies here and there, this will serve as evaluation material for the program to be implemented in the coming years. The factors that influence the effectiveness of ADD management in community empowerment are Leadership, Financial Management Human Resources (HR), Community Participation, and Community Culture. These 4 factors determine whether community empowerment can be successful or not.
