Abstract

This study focused on the plantation owned by PT. Duta Palma Nusantara Sei Kuko Kuantan Singingi, because they are many plants were damaged due to the existence of the Gold Mining Without Permission, then in addition to damaging the plantation owned by PT. Duta Palma Nusantara, environmental conditions also worsened by the presence of the Gold Mining Without Permission. The gap between the rules of the implementation of the field against Gold Mining Activities Unauthorized (illegal) in Kuantan Singingi Based on Law No. 32 of 2009 on the Protection and Management of the Environment so that it causes environmental damage around the particular location to be a place Gold Mining Without Permission conducted by the local community and the Company. The main problem in this study as follows: How does the existence of Gold Mining Activities Unauthorized (illegal) on a plantation owned by PT. Duta Palma Nusantara in Kuantan Singingi Seen From Law No. 4 of 2009 and What constraint factor in the eradication of Gold Mining Activities Unauthorized (illegal) on a plantation owned by PT. Duta Palma Nusantara in Kuantan Singingi Seen From Law No. 4 of 2009. The research method was observational research by means of surveys, respondents As the authors make in this research with in-depth interviews are: Society, Head of Mining and Energy and Regency Kuantan Singingi head of the Environment Agency Singingi Kuantan District.Manager a Garden. Results of research and discussion as follows As for things to watch or to reform to curb the Gold Mining Without Permission by looking terms: Factors law, factors of law enforcement, facilities or support facilities, society, and culture, the results of the findings of the authors is that the rules which governs the presence of the Gold Mining Without Permission can not be just simply be regulated in writing, therefore, in the efforts to curb illegal gold mining, the Local Government and elements concerned should make efforts sociologically from the community itself, do not just assume that the rules has been enough to curb the existence of the Gold Mining Without Permission.
