Abstract

The phenomenon that occurs in the field is based on the author's observation, where the author found the fact that there are many online buying and selling transactions in the community of Marpoyan Damai District, Pekanbaru City, which often causes various kinds of problems. Items purchased on Shopee e-commerce are known to be electronic goods, such as: mobile phones, electric massagers, steam irons, keyboards, electric ovens, fans. However, in buying and selling transactions on Shopee e-commerce, it actually creates problems where sellers default. This thesis discusses the following problems: 1) How is Online Buying and Selling of Electronic Goods Carried out According to Law Number 19 of 2016 concerning Electronic Information and Transaction in Marpoyan Damai District, Pekanbaru City. 2) What are the obstacles Implementing Online Buying and Selling of Electronic Who Suffer Losses Due to Default by Business Actorto Obtain Legal Protection in Marpoyan Damai District. This study uses empirical legal research methods, namely researchers make direct observations to the object of research to see closely the activities carried out. Data collection is done by interviews, questionnaires and observations. The results of the study show that the fact where the author found the fact that the implementation of Online Buying and Selling of Electronic Goods between sellers and consumers was not carried out properly. This is because the occurrence of default by sellers in Shopee e-commerce results in material losses to consumers. In addition, there are various factors that cause these obstacles to arise, both factors from business actors themselves, consumers and even from the Shopee e-commerce application, which causes legal protection for consumers not to be implemented or in fact the legal rules regarding consumer protection cannot protect consumers because of these obstacles.
