Abstract
Cooperation is one of the container in micro economic community development known as socio economic pillar, whose limit is regulated in Act Number 25 of 1992 concerning Cooperations. Based on cooperation performance data in Dumai City during the 3 (three) years period from 2014-2016, there is a significant increase in the number of cooperatives. However, this increase in quantity is not followed by improving the quality of the existing cooperatives in Dumai City. this is evident from cooperative cooperative data where the number of inactive cooperatives increases every year. While the Office of Cooperatives, SMEs and Community Empowerment Dumai City as the leading sector or the Office given the authority by the government in charge of cooperatives, has made various efforts of supervision and in order to improve the quality and capability of cooperatives, so that the existence of cooperatives in the community is maintained and trusted. The research method used is qualitative research method with descriptive analysis. The research location is in Dumai City and the author collects research data from several books, government regulations, journals, mass media as well as several other internet media sites and in-depth interviews with informant research ie Head of Department, Head of Cooperative, Head of Institutional Section on Cooperative Service, and Dumai City Community Empowerment, Cooperative Management and Community Leaders in Dumai City. This research resulted in the conclusion that the effort of supervising and supervising the Cooperative, SME and Community Empowerment Office of Dumai City to the cooperative movement in Dumai City is by coordinating crosssector related to cooperative development, guidance and consultation of standard of cooperative implementation, conducting education and training of cooperative management, and conduct monitoring in the form of monitoring evaluation of cooperative activities. While some inhibiting factors that influence the effort of supervision and supervision of Cooperative, SME and Community Empowerment Dumai City to the cooperative movement in Dumai City is the low quality of human resources both employees of the Department of Cooperatives, SMEs and Community Empowerment Dumai and human resources cooperative management, Low Participation Cooperative Management in Dumai City and Low Communication between Cooperative Program Implementers in Dumai City.
