Abstract
In Law of the Republic of Indonesia Number 6 of 2014 concerning Villages (hereinafter referred to as the Village Law), a Village is a legal community unit that has territorial boundaries and has the authority to regulate and manage government affairs, the interests of local communities based on community initiatives, origin/ proposals, and Traditional rights that are recognized and respected in the Government system of the Unitary State of the Republic of Indonesia. Based on the background stated previously, the author determines the problem formulation as follows: first, how is the Village Head's authority implemented in making village regulations based on Law Number 6 of 2014 in the Tanjung Farmer Village, Bathin Sholapan District, Regency? secondly, what are the obstacles for the Village Head in making Village regulations based on Law Number 6 of 2014 in Tanjung Tanjung Tanjung Subdistrict, Bengkalis Regency? This research uses empirical legal research methods. Empirical legal research or what in other terms is usually called sociological research or also called field research. The research location is in the Tanjung Village, Bathin Sholapan District, Bengkalis Regency. The parties who were informants in this research were the Head of the Farmer Village, Bathin Sholapan District, Bengkalis Regency as the authority holder, the Village Consultative Body (BPD), Village officials and the people of the Farmer Village, Bathin Sholapan District, Bengkalis Regency. From the results of an interview with one of the Village representatives, it was clear that there were complaints from community members regarding the village regulations that had been made by the Village Head, and many people did not understand what the Village regulations were. Then the author concludes that there may be a lack of communication between the Village Head and the community, such as holding socialization or gathering to discuss Village regulations in the Farmer Village, Bathin Sholapan District, Bengkalis Regency. Thus, it would be better to hold socialization between the Community and the Village Head so that there are no misunderstandings regarding the Village regulations that have been made by the Village.
