Abstract

The presence of electricity in modern times is very important and useful as a source of energy. Because with electricity we can carry out all kinds of activities in everyday life, both in households and industries. We can see the use of electric power directly in households, schools, hospitals, and industries. At this time PT. PLN (Persero) is developing a prepaid electricity service, in which in the process of using it the customer is considered as a user of electricity, whether it is a customer who has just connected or a customer who has migrated from a postpaid customer to a prepaid one who first registers at the nearest PLN office. or use the official website of the PLN. After this is done, an agreement is made between the Customer and PT.PLN with the existence of a Prepaid Electricity Purchase Agreement signed by both parties. However, in practice not all prepaid electricity installations use the power purchase agreement letter, for example there are some postpaid electricity users who are late paying their electricity bills for 2-3 months so that they are terminated and replaced with prepaid electricity unilaterally by the AK Party. PLN without prior notification. In this study there are problems, namely how to implement the prepaid electricity purchase agreement between customers and PT.PLN (Persero) Pekanbaru Rayon Simpang Tiga Area and what are the legal consequences of the prepaid electricity sale and purchase agreement between customers and PT.PLN (Persero) Area Pekanbaru Rayon Simpang Tiga. In this thesis research the method used is an empirical approach. This method is also known as the sociological research method, in which primary data legal research is based on direct research in the field by conducting interviews, observations, and documentation. The result of this research is that the implementation of the agreement between the two parties was not carried out well because the agreed rights and obligations had not been implemented properly and there was a unilateral agreement. Then the legal consequence of the agreement is that there is unilateral termination of the customer due to the PLN not fulfilling their rights to pay off the electricity bill on time, where using prepaid electricity is not profitable for the customer because the use of prepaid electricity is very wasteful if used. during the month it is high so the credit that will be used runs out quickly, especially when the electricity tokens run out at night because not all credit token sellers are open 24 hours, then sometimes the network when topping up electricity credit tokens is often bad/ugly
