Abstract

The state has the authority to control forest areas for the prosperity of all Indonesian people. Control is regulated based on the authority of the government. So, to be able to utilize forest areas, every person or company must have a permit issued by the government. Control of forest areas by PT SAL in Pungkat Village has become a problem for the community, because the activities carried out by PT SAL are considered to have destroyed forest areas on peatlands whose depth reaches 3 m, which has caused damage to the forest environment. The formulation of the research problem is how the dispute between PT Sal and the Pungkat Village Community in Gaung District is related to the State-Owned Forest Area, and what is the Dispute Resolution Process Over Forest Areas Between PT Sal and the Pungkat Village Community in Gaung District. The research method is empirical or sociological legal research, while its nature is descriptive, namely where the author describes in a clear and detailed manner the problems to be studied. The results of the research show that the dispute between PT Sal and the people of Pungkat Village, Gaung Atas District, State-Owned Forest Area began with rejection from the community because the activities carried out by the company were carried out by destroying the forest which resulted in losses for the people who depend on the forest by no longer being able to use the wood. wood in the forest which led to the arrest of 21 people from Pungkat village because they had set fire to heavy equipment belonging to PT. SAL, this was done by residents because residents felt that PT. SAL is ignoring the results of the agreement between the DPRD, the Regent and the community to stop operations temporarily until the problem is resolved, and the process of resolving disputes regarding forest areas between PT Sal and the community of Pungkat Village, Gaung District is not going well because there is no desire on the part of the company to resolve it. and the company is still closed to the dispute that occurred with the Pungkat community. This is indicated by the company ignoring the letter from the Indragiri Hilir Regency Government to resolve the dispute that occurred by temporarily stopping the activities of PT SAL.
