Abstract

In article 1 paragraph 1 (1) of the Indonesian constitution, the 1945 Constitution, it is stated that "the State of Indonesia is a Unitary State in the form of a republic". A unitary state is defined as a state that is single in nature, with no territorial division into states, but rather there is only one state in it. The division of territory in a unitary state is known as regions, which is the technical terminology for naming a part of a territory that has its own government in the case of a unitary state. Unitary states divide their systems into two types, namely centralization and centralization. The main problem of this research is: First, what is the function of the Riau Province DPRD legislation in the formation of regional regulations for 2021-2022 based on Law Number 23 of 2014 concerning regional government. Second, what obstacles does the Riau Province DPRD face when carrying out the legislative function of the Riau Province DPRD in forming regional regulations for 2021-2022 based on Law Number 23 of 2014 concerning regional government. This research uses empirical legal research methods by conducting surveys directly into the field to obtain information. The nature of this research is analytical descriptive, namely providing a complete, detailed and clear picture and analysis of statements. This research uses a sample with the main data used being primary data with data collection tools through interviews, apart from that this research also uses secondary data which is used as supporting data obtained from literature books. Thus, the results of the research conclude that the Regional People's Representative Council of Riau Province for the 2021-2022 period has been good in implementing its legislative function.
