Abstract

Law Number 23 of 2014 concerning Regional Government, a legal community unit that has boundaries, and has the authority to regulate and manage community interests based on local origins and customs that have been recognized and respected in the government system of the Unitary State of the Republic of Indonesia is an explanation of an area, namely a village. The importance of the role of local government in the process of community development and empowerment, government administration is a very important aspect needed by the community in carrying out community development and empowerment. This needs to be improved, community development and empowerment efforts are not only physical environmental development, but also provide support so that the community in the future is able to move independently and not depend on the government. The formulation of the problem in this study is How is the mechanism of community empowerment in the economic sector by the Village Head in Teluk Latak Village, Bengkalis Regency, Riau Province in 2022 and What are the obstacles to community empowerment in the economic sector by the Village Head in Teluk Latak Village, Bengkalis Regency, Riau Province in 2022 This study uses empirical juridical in analyzing problems by combining legal material (secondary data) with primary data found in the field, namely regarding Community Empowerment in the Economic Sector by the Village Head. The results of this study are that the mechanism of community empowerment in the economic sector carried out by the village head in Teluk Latak Village, Bengkalis Regency, Riau Province is a strategic step to improve community welfare and realize village economic independence. This mechanism includes the stages of planning, implementation, and evaluation of programs by involving active community participation. However, in its implementation, there are a number of obstacles, such as budget constraints, low public awareness, minimal infrastructure, and difficult access to markets and technology. To overcome these challenges, cooperation is needed between the village government, the community, and external parties, such as the district government, the private sector, and non-governmental organizations and Barriers to Community Empowerment in the Economic Sector by Village Heads in Teluk Latak Village, Bengkalis Regency, Riau Province, namely: Low participation and community awareness, limited resources, lack of access to capital and markets, bureaucratic obstacles, cultural and social challenges, lack of leadership capacity of village heads, policy inconsistencies
