Abstract
Narcotics abuse is one of the crimes committed by children, especially those who are minors. Children are often involved in criminal acts of narcotics abuse. Narcotics abuse is the use of narcotics outside of medical indications, without a doctor's instructions or prescription, and the use is pathological or causes abnormalities and creates obstacles in all activities and also causes dependence. The use of narcotics by children is often found in large provinces, one of which is Riau Province, where the rate of narcotics abuse in Indonesia is quite high. Based on the background of the problem above, the problem can be formulated as follows: How is law enforcement implemented against children as perpetrators of narcotics abuse at the Riau Regional Police? What are the obstacles in enforcing the law against children as perpetrators of narcotics abuse at the Riau Regional Police? Judging from the types of methods used in this research, this includes observational research research using survey methods, because data collection is carried out using direct field methods to collect data that are used as material for writing scientific research, namely by using tools. data collectors direct interviews with the parties involved in this research. In the implementation of law enforcement for criminal acts of children who use drugs in the jurisdiction of the Riau Regional Police, through diversion, children who abuse drugs receive protection. "Diversion provides protection for children's human rights. Therefore, diversion is one of the legal protection efforts for children who abuse narcotics, to prevent children from the negative impacts of the criminal justice process, as regulated in the SPPA Law." This form of diversion for children as narcotics abusers is possible by handing them back to parents/guardians or participation in education and training and community services and in accordance with SEMA No. 10 of 2010 concerning the Placement of Abuse, Victims of Narcotics Abuse and Addicts into Medical Rehabilitation and Social Rehabilitation Institutions. the child undergoes rehabilitation. The obstacles in the process of law enforcement efforts for criminal acts of children who use drugs in the jurisdiction of the Riau Regional Police have not been able to be carried out optimally because they are caused by the legal culture of society which has not been able to realize the dangers of narcotics abuse for children.
