Abstract

Congetion is traffic jam condition caused by overloaded road capacity. Every number of the Pekanbaru City Residents increasing eachyear, effects vehicle volumes across Pekanbaru City JL.K. H. Nasution is an arterial road which connects Pekanbaru City to Kampar Regency with a relatively high volume at traffic flow. Median planning must be according to its specifications to make U-turn turning easily. This research methods use MKJI 1997 with several analysis seleps, such as vehicle volume and speed calculation, maneuver time and U-turn speed calculation, density calculation, capacity, saturation degree, road service level, regression analysis, greenshield model, Greenberg model and Underwood model. The research results obtain 5422,296 pcu/hour of road capacity value. Peak volume accures 7797,800 on Monday at 5pm-6pm and 462,936 km/hour of dencity. The most suitable relations among volume (v), Speed (s) and Density (D) for K. H. Nasution road based on the highest determination coefficient (R2) amount 0,999 to underwood model, from U-turn research results no effect toward volume, speed and density, due to Pekanbaru city road service level F= Ds (1,438) by forced flow characteristic or low speed traffic jam.
