Abstract

This research aims to determine the transportation agency's strategy in monitoring illegal travel in Rokan Hulu Regency. This study used descriptive qualitative method. The theory used in this research is Geoff mulgan’s theory and the indicators in this research are objectives, environment, direction, action and learning. The location of this research was carried out at the Rokan Hulu Regency transportation service. Collecting data obtained through interviews, observation, documentation. In the Government Regulation of the Republic of Indonesia Number 41 of 1993 concerning Road Transport, public transport is the transfer of people and/or goods from one place to another using motorized vehicles provided for public use for a fee. However, illegal public transport has now developed everywhere. where throughout the country, because it is related to human needs and the lack of development of official transportation that has received permission from both central and regional governments. Based on the results of research conducted by the author, it was found that the Rokan Hulu district transportation service has implemented a strategy to control illegal travel but it is not yet effective because it is still the rise of illegal travel continues to operate in the Rokan Hulu Regency area.
