Abstract
This study discusses legal protection for children who become victims and children as perpetrators of sexual crimes, as well as to find out the forms of criminal acts that include sexual crimes based on the Criminal Law System in the Rokan Hulu Region. This is motivated by the increasing phenomenon of cases of sexual crimes against children in the Rokan Hulu Region, and the importance of providing protection to children. From these phenomena, the purpose of this study is to find out. This research uses an empirical sociological approach. This approach is carried out directly to the field to find out the application of the law that is related to the legal protection of children. From the research method used, it can provide a clear picture of the Implementation of Legal Protection for Child Victims of Sexual Harassment in the Legal Area of the Rokan Hulu Police. The nature of this research is analytical descriptive, that is, the research was conducted by conducting interviews with several respondents, namely the Head of PPA Rokan Hulu Police Unit, Rokan Hulu Police Investigators, the parents of the victim/perpetrator's wife and the victim's siblings. The results of the study found that legal protection is very important, especially for communities or families who are victims of sexual harassment. Which is the government's effort to provide a sense of security mentally and physically to families who are victims of sexual harassment. Protection provided by the government through its legal instruments, such as laws and regulations, Protection of Witnesses and Victims, as well as the Law on the Eradication of Crime. Then child protection, on the contrary, is pursued in various fields of state and social life because it is a sign of social justice. Therefore the government is able to build good relations with the community so that it can establish child protection laws in preventing acts of sexual harassment. Obstacles in providing legal protection to child victims of sexual abuse are obstacles originating from within the police and making it difficult for the police to effectively deal with crimes involving sexual violence against children. Such as limited budget funds and lack of human resources and lack of facilities in dealing with cases of sexual harassment.Child Violence, Sexual Crime, Child Legal Protection
