Abstract
Narcotics are substance or drug that is usually used for medical purposes and health services as well as for research purposes. However, in certain circumstances, narcotics are misused by a handful of people for personal satisfaction, such as the act of consuming narcotics without a doctor's prescription or selling them in the illicit trade. It's no wonder why many people become dependent on these narcotics because they fulfill their desires and can provide big profits. There are even quite a number of them who repeatedly go to jail for the same crime or are better known as recidivists, especially during the Covid 19 pandemic in 2019 to 2022. There are two types of recidivists, namely general recidivists and special recidivists. The main problem in this study is what are the factors that cause narcotics crimes by recidivists in the jurisdiction of the Pekanbaru Police and what are the efforts made by the police in tackling narcotics crimes committed by recidivists in the jurisdiction of the Pekanbaru Police. The research carried out is the empirical legal research method using research or field observations by way of direct surveys to the field, to collect primary data and secondary data obtained from respondents either through questionnaires or interviews to be used as data or information as material in writing this research . Based on the results of the research, it can be understood that there are several factors that cause a person to repeat a crime, including the weak faith and piety of the perpetrator, dependency and addiction factors, economic factors, social environment factors, and the public view factor that views criminals as criminals. Therefore, the police have made various efforts to deal with narcotics crimes committed by recidivists, such as pre-emptive, preventive and repressive efforts.
