Abstract
The lack of interesting learning media in elementary schools causes learning to become monotonous, especially for students' reading comprehension. The research aims to develop animated learning video media based on local Riau wisdom to determine the validity and practicality of the video media being developed. This research uses development research methods with a 4D model. Participants in this research were teachers, students, and validators; material experts; language experts; and design experts. Data was collected from interviews and questionnaires. The results of this research were that the animated learning video media was declared valid by obtaining a material expert score of 84.37% in the very valid category, 90% in the very valid category for language experts, and 94.22% for design experts in the valid category. Then, after being declared valid, the media received a very practical title from students with an average of 92.91% and a very practical title from teachers with an average of 100%.
