Abstract

Basic Education Data (DAPODIK) is one of the systems in the form of school data collection applications that functions to collect information in the form of empirical data in an Education Unit, where the data generated from the Dapodik system can be used as a basis for information in providing assistance in meeting the needs of educational infrastructure. This study aims to evaluate the Application of the Dapodic System in Dumai City in Improving Elementary School Education Infrastructure Facilities and to find out and analyze the obstacle factors in the Application of the Dapodik System at the Dumai City Education and Culture Office to meet the needs of elementary school infrastructure. The method used is qualitative research method. The theory used is the evaluation theory proposed by Bridgman & Davis with four research indicators, namely Input, Process, Output, and Outcome. The results showed that the input indicators in the form of supporting resources had been carried out well, but there were still some elementary schools in remote areas that did not get adequate internet facilities and the quality of operator officers was still not optimal. Process indicators in policy implementation have also shown effective conditions where more than 90 percent of existing elementary schools receive assistance in fulfilling infrastructure facilities by the Dumai City Education and Culture Office without submitting proposals and field surveys, but there are still some elementary schools, especially those in remote areas that do not have complete and perfect Dapodik data that have not received infrastructure assistance needed. Output indicators (results) in the implementation of the Dapodik application implementation policy to meet the needs of elementary school infrastructure facilities have been able to accommodate most of the existing elementary school infrastructure needs, but there are some elementary schools that still do not get assistance according to their needs due to incomplete Dapodik application data. The Outcome (impact) indicator of the policy of implementing the Dapodik application in meeting the needs of elementary school infrastructure at the Dumai City Education and Culture Office is considered to have been able to meet the infrastructure needs of almost all existing elementary schools to improve the quality of education services to students, but there are some elementary schools that have not received assistance according to their needs due to incomplete Dapodik application data.
