Abstract

This study aims to find out how the implementation of the Savings and Loans Village Economic Business Program in Belutu Village, Kandis District, Siak Regency. The theory used in this study is the theory of Van Mater and Van Horn (2008: 161), including: Size and Policy Objectives, Resources, Characteristics of Executing Agents, Attitudes / Tendencies (Disposition) of Executors, Inter-organizational Communication and Implementing Activities, Economic Environment , Social and Political. This type of research is a qualitative type, and the research location is in Belutu Village, Kandis District, Siak Regency. There were 8 people who were used as informants in this study and to collect and find data researchers used interviews in this study, after the data was collected and analyzed descriptively, in order to get answers about the Implementation of the Savings and Loans Village Economic Business Program in Kampung Belutu, Kandis District, Regency Siak. After conducting research and in-depth interviews, the results of research on the Implementation of the Savings and Loans Village Economic Business Program in Belutu Village, Kandis District, Siak Regency are "Effective Enough", with several obstacles such as the inaccurate target of the Belutu Village UED-SP manager in providing these funds by providing requirements for borrowers of UED-SP funds, the two processes contained in the Belutu Village UED-SP are still not effective where the socialization process only takes place once, namely at the beginning of the formation of this UED-SP and also not attended by the entire community so that the information received is not evenly distributed, thirdly there are still those who use the UED-SP funds not for business purposes by the beneficiaries of these funds, but are used for consumptive activities and also the provision of funds that are still available are not on target, fourthly the manager's fear if these funds are given to people who really poor, it is feared that the loan funds cannot be returned.
