Abstract

Online buying and selling transactions have changed buying and selling activities that usually use conventional transactions. Buying and selling online makes it easy for buyers to buy goods or services, while sellers get the convenience of marketing their products, saving costs and time. In online buying and selling activities there are also drawbacks, namely sellers and buyers do not meet face to face, so buyers cannot see or even examine the goods they are going to buy. From this, the goods being traded often do not match the information from the seller and as a result, fraud can occur in the transactions. The formulation of the problems raised in this study are: 1) What is the form of consumer protection for electronic buying and selling transactions through online media (Facebook) based on Law no. 8 of 1999 2) What is the form of online seller accountability for losses experienced by consumers in electronic buying and selling transactions through online media (Facebook) in Pekanbaru City based on Law no. 8 of 1999. The research method used by the author in this research is observational research or known as survey research, primary and tertiary data sources and data collection methods in the form of: interviews, observation and data analysis and draw conclusions. The results of this study indicate that a form of legal protection for consumers is the existence of a dispute resolution process carried out by BPSK in the event of a violation of consumer rights. The process of resolving consumer disputes can be carried out through the courts or outside the court, this provision is regulated in Law Number 8 of 1999 concerning Consumer Protection and can be through institutions such as BPSK (Consumer dispute settlement agency). The form of accountability of business actors is to provide compensation in the form of refunds or exchange of goods and not ignoring consumer rights in accordance with UUPK. Accountability that should have become the obligation of business actors has not been carried out properly in buying and selling transactions via Facebook in the city of Pekanbaru. And disputes that occur between consumers and business actors are often resolved by negotiation regarding the problems that occur.
