Abstract
Siak Regency is one of the Regencies that implements the principles of government of the Republic of Indonesia where in 2022 there are 6 villages that havebloom which consists of 5 villages in Kandis District and 1 village in Tualang District, where the Kandis District already has 8 Villages or what are commonly called villages in Siak Regency along with Village or Village data that have obtained register numbers to become preparatory villages in 2022. Where the purpose of this study is to know and analyze the results Assistance for the Preparation Village in Kandis District, Siak Regency. This research method uses qualitative research methods as a technique for data collection and direct interviews with informants from the Kandis Sub-District Head, Head of the Population and Civil Registration Office, Regional Secretary, Head of Administration SectionRegion Regional Secretariat, Governance Section of the Regional Secretariat, DPMK, village heads whose villages are divided,Member DPRD, Head of Siak Regency BKD, Kandis sub-district community leaders. The results of the study show that the role of the sub-district head in assisting the preparatory village in Kandis District has been going quite well, but there are still weaknesses, this can be explained by the researcher usingindicator the theory that researchers use where the first rolecamat As a policy, the sub-district head has carried out his role with the result that 4 new villages have been approved in 2023 as preparatory villages. The two indicators for the role of the sub-district head as a strategy are the fact that there have been villages that have been divided andbecome preparatory villages, however, when viewed from the target village or preparatory villages, there are 8 and also 4 new sub-districts, this strategy indicator is still not appropriate. Even onindicator third, namely the role as a communication tool carried out by the sub-district head is already quite running, the researchers prove that the coordination of the sub-district head and also several departments, both the Population Service and so on, until the resolution of disputes to the community, butstrategy Whichused cannot overcome the number of targets from the expansion of the village or preparatory village. In this study the researchers found severalfactor obstacles such as the geographical shape of the Kandis District and also the plurality of understanding from the community which has the potential to cause conflict but can be overcomeby subdistrict head, but the obstacle is the number of residentsin the area or areas that are about to be expanded with the stage of becoming preparatory villages still have deficiencies.
