Abstract

The library is a place to gather knowledge, a source of information and a place to foster interest in reading. The village library is not just waiting for visitors to come but is actively moving to persuade and encourage the community to become an important part of the positive benefits of the village library. This study aims to identify and explain the effectiveness of the village library in developing a literacy culture in Resam Lapis Village, Bantan District, Bengkalis Regency. The village library is a library established by the village government which is guided by the Bengkalis Regency Library and Archives Service. Based on observations, there are several cases such as the lack of book collections and the low interest in reading among the public. There are 3 (three) research indicators used by the author in this study, namely goal attainment, integration, and adaptation. The method used in this study is a qualitative research method. Where to do research directly to the Library and Archives Service of Bengkalis Regency, Resam Lapis Village Head, Village Library Managers and village communities so that existing phenomena are based on actual facts when researching using types of observation, interviews, and documentation. Based on the research conducted, the results show that the village library is still not effective or not running well in developing a literacy culture.
