Abstract

This study aims to determine village library development through a social inclusion-based library transformation program by the Siak district library service. Library transformation based on social inclusion is a change in the function of the library which is not only limited as a reading facility but has turned into a means of knowledge, information technology and developing community skills. The village library is a means of transformation in the village environment. However, there are still many phenomena found in its implementation, namely the lack of library infrastructure, budget and has not been used as a center for community activities. This research was conducted using qualitative methods by collecting data through interviews and observation. And from the research results it is known that the Benayah village library, Pusako sub-district, still has limited infrastructure, quality and quantity of human resources due to the small amount of budget obtained by the village library through the Village Fund Allocation. So that further guidance is needed from the Siak district library service so that the social inclusion-based library transformation program can have an impact on the village community.
