Abstract

Empowerment for the community is useful as a trigger for increasing the ability of residents to participate in all existing agendas in the village. This of course can provide the embodiment of a good form of government because it involves citizen participation in collaboration with the village administration and community institutions. The UPT Fisheries Service of Kampar Regency has empowered its people, but in carrying out the empowerment obligations, it has not been carried out optimally as it should. In addition, the distribution of understanding carried out through socialization regarding the role of community institutions is still not optimal. The purpose of the research is to observe and carry out analysis related to empowering post-harvest catfish processing by the UPT of the District Fisheries Service (Study in Koto Mesjid Village, XIII Koto Kampar District). Kampar District) and its obstacles. The method is descriptive and qualitative; There were 8 informants including the Head of UPT Fisheries Service, Village Head and Residents who attended counseling. Data was collected by interview which will then be analyzed descriptively and qualitatively. The conclusion obtained from this research is that the work on the development of pond fish products by the Regional Government of Kampar Regency, District XIII Koto Kampar is still not running properly because there is still a lack of socialization.
