Abstract

The problems faced by children in Pekanbaru City must receive serious attention from both the government and the community. However, based on the reality on the ground, there are many neglected children in Pekanbaru City who are often exploited to work on the streets, often get violence, don't get an education, rape, violence and so on. The aim is to find out the implementation of the duties of the Pekanbaru City Social Service in developing people with social welfare problems in Pekanbaru City and the obstacles. The method used is a qualitative method; The informant is the Head of Social and Funeral Services for Pekanbaru City, Social Rehabilitation and Child Protection and Neglected Children in Pekanbaru City. Data collection techniques are interviews, observation and documentation. From the research results, it can be concluded that the implementation of the tasks of the Pekanbaru City Social Service in developing people with social welfare problems in Pekanbaru City, which has been formed and implemented in Pekanbaru City, is said to be inadequately implemented. This is because there are still a large number of cases found in Pekanbaru City, namely at the Pekanbaru City Social Service as a forum that handles the problem of preventing and dealing with acts of violence against women and children. Obstacles in implementing the duties of the Pekanbaru City Social Service in developing people with social welfare problems in Pekanbaru City, namely the lack of commitment of implementers in policies and the lack of communication in the process of conveying information between policy implementers and targets.
