Abstract

This research aims to determine the evaluation of the Kampar Regency government policy in handling and managing waste in the Bangkinang City District. The service evaluation assessment indicators used include effectiveness, efficiency, adequacy, equity and responsiveness and accuracy. This type of research uses qualitative methods, namely research that is taken from phenomena about what is experienced by research subjects by means of descriptions in the form of arguments based on field data. Types and sources of data in this research are primary data and secondary data obtained through interviews, observation and documentation with the focus of this research being evaluation of the Kampar Regency government policy in handling and managing waste in the Bangkinang City District involving the head of the Environmental Service, waste sector, section heads waste management and cleaning customers. There are two groups of key informants and informants, namely 1 key informant and 12 informants. The sampling technique used in determining the sample individuals (key informants and informants) was purposive sampling, namely taking into account that the designated informants knew and understood the problems and objectives of the research. The types and techniques of data collection used consist of primary data collected using interviews and secondary data collected using observation techniques. Meanwhile, the data analysis technique used in this research is using qualitative information which is supportive in explaining the research results, then analyzed using descriptive qualitative methods. Based on this analysis technique, the researcher assesses and concludes that the evaluation of the government policy of the Kampar Regency Regional Government in Handling and Management of Waste in Bangkinang Kota District in 2022 has been implemented optimally but there are still obstacles and barriers in implementing it, namely the lack of coordination carried out by several governments and parties. third, there is still low community participation in implementing this program, and a lack of transportation facilities to manage waste
